Can't start quest[edit]

I am at my wits end, I am trying to get Neloth to offer this quest but all he offers is endless Heartstone and Arza's Staff quests. Even using cheats to complete them at lightning pace all he offers is alternative Heartstone and then Staff of Azra. Why on earth won't he offer it? — Unsigned comment by 59.167.130.228 (talk)

Same here. I repeatedly got the heartstone quest and the staff quest, but not this quest and the telvanni research quest. Perhaps it has something to do with my low magic skill (I played specifically as a warrior). So I gave up taking quest from him. Is it the same for you? Yeah, I'm pretty sure there's either a level or skill requirement for this quest. My second character (who did DB before my first character) was around level 35 or so, with not much in the way of magic skills, and couldn't get the quest. But when I went back to my old character (around level 70 with all magic skills >90), then I got the quest. The same goes for all the other new spells. My lower-level character got Ash Guardian and Bound Dagger, and nothing else, no matter what quests I did. The higher-level character could get all of them. Same here, level 1 and with save before entry into tower and reload no chance for Wind and Sand quest, only Heartstone and Staff of Azra quest over and over again.(Shakti)

Well, same problem. From my point of view, there is a skill level requirement(not player level) for this quest. For myself, I'm a Lv.63 Bosmer archer with low magic skills. However, I'm not sure about the detailed requirement.Dreamshadow (talk) 05:54, 26 March 2013 (GMT)

Quest not shown in journal[edit]

After offering to help with his research, he tells me to retrieve the book, but there are no objectives and no such quest is shown in my journal. The dialogue option then disappears. --Roger (talk) 21:19, 16 February 2013 (GMT)

Did you check in Miscellaneous? I think it might appear there, but I forget. Anyhow, you won't see a quest marker in Solstheim, as the destination is most likely (always?) back in Skyrim. TheRealLurlock (talk) 22:07, 16 February 2013 (GMT)
It's not there and no quest marker appears in Skyrim. There is no indication that the quest has ever started. In addition, if it will help, I have done side quests in this order: Telvanni Research, Reluctant Steward, Heart Stones, Briarheart Necropsy, Old Friends, Experimental Subject, Lost Knowledge (Benkongerike), Lost Knowledge (White Ridge Barrow). I had found the black book at Raven Rock Mine before starting Telvanni Research. --Roger (talk) 22:50, 16 February 2013 (GMT)
Okay, it turned out the quest was already internally started and after the dialogue the stage was set to 100. Stage 100 should have displayed objective 100, but for some odd reason it didn't. I had to manually display the objective by entering setobjectivedisplayed DLC2TTR3b 100 1. This also added the quest to my journal. Later on, when I retrieved the book, there was, of course, no update. So I had to enter setobjectivecompleted DLC2TTR3b 100 1 and setobjectivedisplayed DLC2TTR3b 200 1. When I returned to Neloth, I entered setobjectivecompleted DLC2TTR3b 200 1, player.AddItem F 250, set DLC2WhirlwindCloakForSale to 0, and set DLC2TT3bRun to 1 to simulate the reward. Similar problem as Roger[edit]

I have a similar problem to Roger: No dialogue with Neloth nor any quest marker despite doing a majority- if not all- of his quests. I am a mage so magicka skills are all <50, yet I am on console so I cannot use console commands.
