Frontinus is an Imperial farmer who is first encountered in Town where he starts the quest, The Queen's Justice.

The Queen's Justice[edit]

"My name is Frontinus. Hear my plea, Warrior, I beg of you."
What is it?
"They say you are the town champion, and that the Queen listens to you. Is it true?"
That is mostly true.
"Divines be praised! I need justice for my murdered brother Caelinus, but the Queen won't see me."
Don't believe everything you hear.
"Then there is no hope, as no one else will help me..."
What's the matter?
"My brother Caelinus was murdered in cold blood, and his killer goes unpunished. I was hoping that the Queen would hear me, but I was told she would not."
Do you know why?

Either option leads to:

"According to that big Argonian, the list of people presenting grievances is already too long. He told me it would have to wait until next month, but I can't wait that long! Not when my brother's murderer continues to breathe the same air I do!"
You know who did it?
"It's his partner, Pavo Cominius, I'm sure of it!"
I'll talk to the Queen.
"You will? Thank you great champion! May the Divines shine their light on you forever!"

If spoken to again before speaking to the Queen:

"Please let me know if the Queen will hear me, champion. That is all I ask!"

The Farmer's Plea[edit]

If spoken to before you go to his village:

"Do you have any news, Warrior?"
I do.
"You do? Will the Queen hear my plea?"
I will investigate the murder.
"Thank you, thank you, thank you! My brother will finally have justice!"

If spoken to again:

"Please hurry, Warrior, or I'm afraid Pavo will just sail away to some other province."

Once you return from his village:

"Warrior, you're back! Have you found out where that murderer Pavo is hiding?"
Pavo didn't do it.
"No no no, he did! I'm sure he did!"
He didn't.
"Then who did?"
The River Snake did it.
"The River Snake?! But why?"
He doesn't like competition.
"Oh no... I told Caelinus to be careful about what they traded. He just wanted a little more money to help take care of the farm. And now he's gone. Thank you, Warrior. I just wish I could get some justice."
He's a ruthless killer.
"I knew Caelinus was getting into some shady business, but I never imagined... this. I just wish I could get some justice."

Either option leads to:

Maybe you will.
"What do you mean? Are you... are you going to try and catch the River Snake?"
Probably.
"Don't. He'll kill you too! This town needs you more than I need revenge. Well, I suppose I can't stop you..."

If spoken to again:

"Be careful going after the River Snake. They say he always strikes to kill, and never misses."

Dialogue[edit]

"Is there anything else you wanted to ask me?"

You can ask him a few questions, with the first being:

Where do you live?
"A small village less than two leagues to the west."

The second option is:

What do you do for a living?
"I am but a simple farmer."
Do you have other siblings?
"No, it was just me and my brother. Our parents were killed by goblins a few years ago. I've been taking care of the farm since."

The third is:

Any bandits near your village?
"There used to be, but they've been a lot more scarce recently. Do you think they might be involved in some way?"
You never know.
"I didn't think about that. Maybe Pavo is one of them!"
Any other travelers?
"You mean, visiting the village? Not really. We had a few Thalmor come by, but they didn't stay long."

When you say goodbye:

I'm good, thanks.
"I'll let you know if I learn anything new. Thank you so much for your help!"
